Born in Rouen on November 28, 1970. He passed his BAC in 1988 at the Lycée Français in Bonn, Germany.

A graduate of Sciences-Po in 1992, Edouard PHILIPPE joined the ENA which he will release in 1997 (promotion Marc BLOCH).

In 1994, he performed his military service as an artillery officer. He will be, several years in a row, an Officer in the operational reserve.

He is a member of the Council of State, from 1997 to 2002, assigned to the litigation section.

In 2001, Édouard PHILIPPE joined the municipal team of Antoine RUFENACHT and became Deputy Mayor of Le Havre.

In 2002, he left the Council of State to occupy the functions of Director General of the services of the UMP.

In 2005, he joined the law firm Debevoise and Plimpton LLP.

He joined Alain JUPPÉ in 2007 to advise the Minister, responsible for the environment and sustainable development.

From October 2007 to October 2010, he is AREVA's Director of Public Affairs.

In October 2010, he succeeds Antoine RUFENACHT at the town hall of Le Havre.

From March 2011 to July 2012, he practices at Wilhelm & Associés law firm.

On June 17, 2012, he was elected Deputy of the 7th constituency of Seine-Maritime.

In March 2014, he was elected Mayor of Le Havre in the first round. He is also President of the Community of the Havreise Agglomeration.
